GW'S NEW CLIMATE STRATEGY
Put it off another year and a half and let the next guy deal with it. At the end of the day, Bush's plan leaves it up to each individual country to do as they see fit - after dragging his heels for another year. This is no new news. Bush won't accept the fact that the U.S. has to play by the same rules as everyone else if we're going to tackle this thing.
In other related news, Bush has granted the U.S. 'Most Favored Nation' status.
